Efektivitas Kolaborasi Pemerintah Daerah Dan Dewan Perwakilan Rakyat Daerah Terhadap Pembentukan Peraturan Daerah Di Kota Cirebon

Research into the effectiveness of collaboration between the Regional Government and the Cirebon City Regional People's Representative Council (DPRD) in the formation of Regional Regulations revealed the following issues:
1. Challenges are often encountered in the formulation process, as not every Draft Regional Regulation is preceded by an exposure of its Academic Paper.
2. Delays in the discussion of Draft Regional Regulations due to a lack of effective collaboration between the regional government and the Regional People's Representative Council (DPRD) often hamper the regulation-making process due to the short time available for deliberations.
3. Lack of active community participation, resulting in inadequate community needs and aspirations.
The author employed a qualitative research method. Data collection involved observation, interviews, and documentation. Data analysis employed triangulation. The results of the study can be concluded that from the two dimensions of effectiveness and collaboration of the Regional Government and the Regional People's Representative Council in the formation of Regional Regulations in Cirebon City, not all have been achieved optimally due to several reasons, namely: limited time available to discuss a Draft Regional Regulation, not all discussions of Draft Regional Regulations begin with an Expose of the Academic Manuscript, and the lack of community involvement in the process of forming a Regional Regulation.
